It may be a corrupted file or something and this in-place upgrade will fix that. You see one time I had a similar issue like yours, my sync wasn't working and a support agent was able to help me in place upgrade windows to fix it. Or make a local account on windows, like a separate user and see if it works there. Or if you dont' want to, try deleting that profile and making a new one and signing in.
